Phyllis Slesinger


Phyllis K. Slesinger
Vice President and General Counsel

As General Counsel and Secretary, Phyllis K. Slesinger is responsible for the association's legal affairs. She advises on contracting, corporate compliance, e-commerce, licensing of intellectual property, copyright and trademark protection, data security, and corporate governance. She helped develop an intellectual property rights policy for MISMO,® MBA's subsidiary that sets voluntary standards for electronic mortgage transactions, and she advises the Fraud Prevention Database Working Group.

In 1992, Slesinger joined MBA's government affairs group, where she was instrumental in launching MERS Inc.®, an industry-owned electronic registry for mortgage rights; supported MBA's Residential Board of Governors (RESBOG); and managed the Yield Spread Premiums (YSP) Litigation Coordination Project.

She also established residential work groups to address such emerging issues as electronic mortgage instruments, call protection, private-label mortgage-backed securities (MBS) disclosure reform, loan-level risk-based pricing, the Federal Home Loan Banks' Mortgage Partnership Finance Program, and GSE reform. She also helped structure RESBOG.

Slesinger has broad-based experience with the secondary mortgage market, having worked at Freddie Mac and for Ginnie Mae while in HUD's Office of General Counsel. She also was in private practice with Washington law firm Weiner, McCaffrey, Brodsky & Kaplan, where she specialized in secondary market transactions and agency compliance. Before joining MBA, she was General Counsel of the American Land Title Association (ALTA).

Slesinger received her bachelor's (magna cum laude) and law degrees from the University at Buffalo. She is a member of the Washington D.C. Bar and Phi Beta Kappa.
