Deborah O. McKinnon
Vice President of Commercial/Multifamily

Deborah O. McKinnon is Vice President of Commercial/Multifamily for the Mortgage Bankers Association (MBA). She directs the department's day-to-day operations, including issue and policy coordination; coordination of two major annual networking and educational conferences and other specialized forums, as well as marketing and communications for the department. Additionally, McKinnon serves as the deputy to the Senior Vice President of Commercial/Multifamily and staffs the Mortgage Banking Committee.

McKinnon joined MBA in December 1998 as the Senior Director for Commercial Capital Markets. In this position, she worked closely with MBA lobbyists and regulatory staff to assess the impact of federal legislation and regulations in the secondary commercial real estate finance market. She also served as a staff representative to the Capital Consortium, a federation of trade association staff and members formed to advance the flow of capital in the marketplace.

From 1987 through 1998, McKinnon was a member of the multifamily management team at Fannie Mae, where she held several key positions within the Multifamily Business Group. While at Fannie Mae, McKinnon was responsible for developing and implementing an automated "early warning" system for multifamily delinquencies, the Multifamily Delinquency System (MDS). Additionally, during her tenure she directed REO management and disposition; authored the non-performing loan section of the DUS lender guide; and directed marketing/communications and special events for the multifamily business group. Previously, she was director of legal services for the National Loan Service Center in Washington, D.C.

McKinnon earned a Bachelor of Arts degree in Political Science at Moravian College, Bethlehem, Pa. She did graduate training at the University of Michigan and received a Juris Doctorate degree from The Vermont Law School, where she graduated with honors in administrative law. While in law school, she served as a staff aide to a Vermont state representative.
